Lisbon Valley Copper Project Completes Federal Permitting, Utah
The Federal Permitting Improvement Steering Council has completed federal permitting for the Lisbon Valley Copper Project. Added to the Federal permitting dashboard as a transparency project in April of this year, this minerals mining project will produce critically needed copper, used to power essential energy sources nationwide.
“I am ecstatic to see the sixth transparency project clear federal permitting just 6 months after gaining FAST-41 status,” said Emily Domenech, Permitting Council Executive Director.
“The fact that this project was completed during the government shutdown shows the clear direction the President has given to federal agencies to move priority projects forward. I’d also like to extend my sincere gratitude to the team at the Department of the Interior’s Bureau of Land Management for keeping this project moving forward despite the lapse in appropriations,” added Domenech.
Located in San Juan County, Utah, the Lisbon Valley Mining Company (LVMC) currently mines copper ore from an existing open pit mine. LVMC submitted a plan of operations modification to the Bureau of Land Management to expand open pit and beneficiation operations, and to initiate the extraction of copper through a method of in-situ recovery.
Additions to the existing mine will include a new open pit, waste rock storage area, process ponds, and in-situ recovery wells on a proposed site of 5,430 acres.

The Permitting Council coordinates federal environmental reviews and authorizations for projects that seek and qualify for FAST-41 coverage. FAST-41 covered projects are entitled to comprehensive permitting timetables and transparent, collaborative management of those timetables on the Federal Permitting Dashboard. FAST-41 covered projects may be in the energy production, electricity transmission, energy storage, surface transportation, aviation, ports and waterways, water resource, broadband, pipelines, manufacturing, mining, carbon capture, semiconductors, artificial intelligence and machine learning, high-performance computing and advanced computer hardware and software, quantum information science and technology, data storage and data management, and cybersecurity sectors.
