Orla Mining’s South Railroad Mining Project Gains Permitting Council’s FAST-41 Coverage, Nevada
The Federal Permitting Improvement Steering Council said the South Railroad Mine project has secured FAST-41 coverage. The new gold and silver surface mine project features valuable commodities included in President Trump’s executive order on Immediate Measures to Increase American Mineral Production.

Located 16 miles south of Carlin, Nevada, the South Railroad Mine project proposes to construct, operate and reclaim a new gold and silver mine from which ore would be extracted using conventional surface mining techniques and associated facilities. Ore extraction would occur in four open pits, two of which would require dewatering and result in the formation of post-mining pit lakes. The proposed mine plan boundary includes 8,548 acres, consisting of a 7,158-acre mining area and 1,390-acre access road area. Of the 8,548 acres, approximately 4,624 acres are on BLM-administered lands and 3,924 acres are on private lands.
“Orla Mining thanks the Permitting Council for its support and collaboration as the South Railroad Project transitions from participation under the FAST-41 transparency process to full coverage as a FAST-41 project,” said Don Dwyer, Orla Mining general manager.
“We are committed to advancing this project through a permitting framework that prioritizes clarity, coordination, and accountability to ensure the project meets the highest standards of environmental stewardship and regulatory compliance. We appreciate the Council’s continued guidance and partnership, and we look forward to ongoing engagement as the South Railroad Project progresses under the covered project framework,” added Dwyer.
This project initially came under Permitting Council purview as a transparency project, before project sponsor Orla Mining elected to apply for FAST-41 coverage. The project is now covered under FAST-41, giving it the full benefits of the program, including the development of a coordinated project plan and dedicated project management by Permitting Council staff.

The Permitting Council coordinates federal environmental reviews and authorizations for projects that seek and qualify for FAST-41 coverage. FAST-41 covered projects are entitled to comprehensive permitting timetables and transparent, collaborative management of those timetables on the Federal Permitting Dashboard. FAST-41 covered projects may be in the energy production, electricity transmission, energy storage, surface transportation, aviation, ports and waterways, water resource, broadband, pipelines, manufacturing, mining, carbon capture, semiconductors, artificial intelligence and machine learning, high-performance computing and advanced computer hardware and software, quantum information science and technology, data storage and data management, and cybersecurity sectors.
