Indiana Coal Permitting Off to Strong Start in 2019
Coal permitting in Indiana is off to a strong start in 2019 with the state having approved mine extensions for Triad Mining, Peabody Energy and United Minerals, while also receiving an application from White Stallion Energy for a new surface mine, according to a state official.
Colleen Baughman, permit supervisor for the Indiana Department of Natural Resources’ Division of Reclamation in Jasonville, told S&P Global Platts in a Thursday interview that she recently approved a five-year permit extensions for Triad’s Log Creek surface mine in Pike County, Peabody’s Wild Boar surface mine in Warrick County, and United Minerals’ West 61 surface mine also in Warrick County.
Last week, she added, her office received a permit request from Evansville-based White Stallion Energy for its proposed Mustang surface mine in Clay County. Mustang would be a new mine, she said, and its planned development schedule is unclear.
Mustang would not be a particularly large mine, however, as the application covers roughly 804 surface acres.
Baughman expects to act on that application later this year.
White Stallion, formed by veteran Illinois Basin coal executive Steven Chancellor, is in the process of ramping up production from 7 million st in 2018 to 9.25 million st in 2019 and then to at least 14 million st/year starting in 2021.
Baughman said she is awaiting a response from Alliance Resource Partners to her request for modifications in the company’s permit for expanded operations at its Gibson South underground mine near Princeton in Gibson County.
Meanwhile, she has sent a modification letter to Sun Energy Group in response to the company’s permit application for its new Flint Hill surface mine in Spencer County.
She plans to hold an informational meeting with the company in February.
