The Federal Permitting Improvement Steering Council (Permitting Council) has completed federal permitting for the Mississippi Crossing Project. The $1.7 billion project received FAST-41 coverage in November 2025, and completed federal permitting three months ahead of schedule.

“Congratulations to FERC and Kinder Morgan on completing federal permitting for the Mississippi Crossing Project three months ahead of schedule,” said Emily Domenech, Permitting Council Executive Director.

“This is what effective permitting looks like. Federal agencies working together can move critical infrastructure forward faster, delivering more reliable and affordable energy to Americans. I look forward to seeing the significant impact this project has across the Southeast,” added Domenech.

The project is designed to transport up to 2.1 Bcf/d of natural gas to Southeast markets through the construction of nearly 208 miles of 42-inch and 36-inch pipeline and laterals, and three new compressor stations. Once permitted, the Mississippi Crossing Project will originate near Greenville, Mississippi, and connect to the existing Tennessee Gas Pipeline Company system and multiple third-party pipelines to provide critical access to natural gas sourced from multiple supply basins for delivery to the southeast region. The project is sponsored by Kinder Morgan through subsidiary Tennessee Gas Pipeline Company,. The project sponsor expects the project to be in service as early as the second quarter of 2028.

“President Trump committed to securing energy dominance and to delivering affordable, reliable energy to the American people,” said FERC Chairman Laura Swett.

“Building out the nation’s natural gas pipeline network is an essential part of that commitment. The Federal Energy Regulatory Commission is proud to work with the Permitting Council to deliver on the president’s promise by advancing critical projects like Mississippi Crossing,” added Swett.

“Kinder Morgan is pleased that the federal environmental review and permitting processes for the Mississippi Crossing Project are now complete,” said Ernesto Ochoa, vice president and chief commercial officer for Tennessee Gas Pipeline Company.

“We appreciate the collaborative and coordinated efforts of the Permitting Council, the Federal Energy Regulatory Commission, and other federal agencies that led to the issuance of necessary federal permits after thorough review by the agencies, consistent with the milestone schedule established for the project. As a result of these efforts, the project can now proceed in a timely manner to benefit our customers as well as the southeast region,” added Ochoa.

The Federal Energy Regulatory Commission served as the lead federal permitting agency for this project.

Established in 2015 by Title 41 of the Fixing America’s Surface Transportation Act (FAST-41), the Federal Permitting Improvement Steering Council (Permitting Council) is a federal agency charged with improving the transparency and predictability of the federal environmental review and authorization process for certain critical infrastructure projects. The Permitting Council is composed of the Permitting Council Executive Director, who serves as the Council Chair; 13 federal agency Council members; and the Chair of the White House Council on Environmental Quality; and the Director of the Office of Management and Budget. The office of the executive director coordinates federal environmental reviews and authorizations for projects that seek and qualify for FAST-41 coverage, which are in turn entitled to comprehensive permitting timetables and transparent, collaborative management of those timetables on the Federal Permitting Dashboard.
