Energy Transfer Partners Secures FERC Approval to Drill Along Rover Gas Pipeline, Ohio

Energy Transfer Partners (ETP) has secured an approval the US Federal Energy Regulatory Commission (FERC) to resume horizontal directional drilling (HDD) operations along the $4.2bn Rover pipeline project.

Following the FERC approval, ETP expects to start drilling operations on nine HDD locations soon, with a focus on the Captina Creek HDD in Belmont County, Ohio.

The completion of the Captina Creek HDD operations will enable the company to put the full phase 1 portion of Rover pipeline project into service by the end of the year. The phase 1 portion runs from Seneca, Ohio, to Defiance, Ohio.

ETP has already put into service the phase 1a of the Rover project from Cadiz, Ohio, to Defiance, Ohio.

Upon completion, the 1,147km pipeline is expected to transport up to 3.25 billion cubic feet of natural gas per day from the Marcellus and Utica Shale production areas to markets across the US.

It will also transport the gas into Union Gas Dawn Storage Hub in Ontario, Canada.

The Rover pipeline project is expected to become fully operational in the end of the first quarter of 2018.

Running through Pennsylvania, West Virginia, Ohio and Michigan, the pipeline is expected to supply cheap, reliable and locally produced natural gas to distribution points in western Ohio, West Virginia, Michigan and Canada.

For the project, a total of six new compressor stations are planned to be built with an estimated 73,300hp in Doddridge and Marshall counties in West Virginia, Washington County in Pennsylvania, and Noble, Monroe and Harrison counties in Ohio.

In August, ETP had agreed to sell 32.44 percent stake in the entity associated with the $4.22bn Rover pipeline project to Blackstone funds for about $1.57bn.

In February, ETP secured an approval from the FERC for the construction and operation of the pipeline.
